According to insight from a Libyan political analyst, U.N. Special Envoy for Libya Martin Kobler is near to moving forward with plans for Libya without a successful vote of confidence on a national unity government by the internationally-recognized House of Representatives. Before implementing any further military efforts to combat the Islamic State, Western powers have asked for the backing of a unified Libyan government, the Government of National Accord. Although not yet fully formed or approved, this unity government seeks to end the rivalry between the internationally recognized House of Representatives in Tobruk and the General National Congress based in Tripoli.
