OPEC’s oil production rose to record highs in October and is expected to remain elevated this month, a top industry watchdog reported Thursday, highlighting the challenge the cartel will face hammering out a plan to cut output at its meeting later this month. In September, the Organization of the Petroleum Exporting Countries agreed in Algiers to reduce the amount of oil it pumps by as much as 2% to tackle a global glut in oil supply in an effort to prop up sagging oil prices.
