Virginia’s State Water Control Board, in a split decision, agreed to grant a water-quality certificate to the 600-mile, 1.5 Bcf/d Atlantic Coast Pipeline but put off the effectiveness of the permit until the state Department of Environmental Quality reviews and approves studies on karst topography as well as plans for stormwater and erosion and sediment controls. DEQ spokesman Bill Hayden said his agency is not expected to approve the erosion and sediment control plans until March or April, and would then have to report back to the board. “Construction cannot begin until those plans are approved by DEQ,” he said. The project, a joint venture of operator Dominion Energy, Duke Energy, Southern Company and Piedmont Natural Gas has a targeted in-service date during the second half of 2019.
