Cindy was 350 miles (560 kilometers) southeast of Galveston, Texas, with top winds of 45 miles an hour late Tuesday. It’s forecast to come ashore early Thursday somewhere near the Texas-Louisiana state line, according to a U.S. National Hurricane Center advisory issued at 8 p.m. New York time.
