Within minutes, a majority of the 35-member Organization of American States, a regional diplomatic body, voted to not recognize the legitimacy of Mr. Maduro’s new government after about 60 countries deemed his May reelection to be a sham. Paraguay went further, saying it would withdraw its embassy from Caracas. The countries join Mr. Maduro’s political rivals here and other nations, including the U.S. and the European Union, which have said they won’t recognize his government . The presidents of Cuba, Bolivia and Nicaragua were among the few foreign dignitaries to attend. Oil-rich Venezuela, once Latin America’s most prosperous country, faces an unstable future. It has become dysfunctional as a result of rampant graft and economic mismanagement during two decades of Socialist Party rule.
